How does this work? I didn't know you have to pay almost $60 for each application if you submit it online. Is there a form to submit them by mail without having to pay for it? This is the site I was trying to register on

The government site is free. however, keep in mind you can only apply once anyway. if you submitted more than one application, all your applications would become invalid and thrown out.
