All modeling jobs are not 18+ if you are with a legitimate agency. Both Kate Moss and Gisele were signed to agencies when they were 14 and most agencies prefer to sign girls age 14-17. As you are only 14, you cannot do anything on your own - you are not old enough to work without a work permit, sign a contract or even sign a model release to be photographed. Your parents have to do everything for you at your age. The first thing to do is look for model agencies in your area - don't look on talent websites - big companies NEVER look for models on random websites. Agencies like Ford, Elite, Wilhelmina, Click, BMG and Next have offices around the country so see if there is one near you. You can also look in the Models.com directory http://models.com/agencies/Modeling to find agencies near you. But if you don't live in a major city, there aren't going to be many agencies or even much modeling work. Most modeling jobs are booked in cities like NY, LA, Miami, London, Paris, Milan, Toronto, Sao Paulo, Chicago, Tokyo and other major cities with large fashion/publishing/advertising industries. Have your parents call the agencies to find out if and when they hold open calls. If they do, then you go into the office at a given time and the agent will tell you right there if you have model potential or not. If they don't have open calls, then you have to send in a headshot and full body shot and wait to see if they call you. If they don't, it means they don't think you are model material
For record companies you need to get out there to be noticed. Sing in your school or church choir, do musicals at school, get into community theater, do talent shows, see if any local clubs have open mic nights, have your parents bring you to American Idol auditions, etc. Set up a Youtube channel and Myspace page with your music and build up a following. If you are talented, the record labels will find you.
