Well I have never used loose glitter but this make up tutorial will help... it shows how to apply it...

Basicly.... Clear lip gloss over eye shadow of your choice will hold glitter in place.. watch the video about 1 minute in...
I wouldn't use that glitter unless it specifically says "cosmetic grade glitter." Regular glitter you get from the craft store or wherever is actually made of metal which can scratch up your eyes and cause blindness.
But once you do get some cosmetic grade glitter, it's perfectly fine to layer that over your glitter gel. Good luck!
You set a base on your eyes with either foundation or a cream shadow. That will make the glitter stick. dust it on lightly...no need to cake it.
When you do this, wait until after your eyes are done before you put on your face powder. It's easier to remove any fallen glitter from the rest of your face before you set with powder.
And carry around some scotch tape for anything that falls on your face later.
I've read that you can put chapstick on your eyelids and then apply the glitter.
Or you can just buy a cream glitter like the one I have by NYX
Hope I could help (:
I have loose glitter that i sometimes put on my eyes. I just pat it on and it stays. if it doesnt, go buy another one. I suggest ULTA brand, cheap and works!
