Core unlocker unlocked unused cpu cores if your cpu has them. For example, the phenom II x550 has 2 cores when you buy it, but is on a chip with 2 cores that are not used, so the Core Unlocker will force the CPU to use them, but sometimes they are unstable and don't work properly. Turbo Key increases CPU speed, but also voltages and heat. It is up to you if you want to use them.
Some multicore chips such as the Phenom X2 are actually X4's but have the last two cores disabled. Core Unlocker tries to re-activate those extra cores for you, so that you can pay for a dual-core but end up with a quad-core. It doesn't always work, however, and you only need it if you have less than four active cores on your CPU.
Turbo Key is a program that lets you tie your overclock settings to a hotkey, so that your CPU will instantly overclock whenever you hit that key, and go back to normal when you hit it again.
