I need to put sound to a silent film. I need to find video editing software (preferably free) that has multiple audio tracks. I don't care about fancy video effects - I just need a program that let's me edit sound that also allows me to watch the video I'm editing the sound for. Any recommendations?

This and all of the sub videos in it were made with freeware. So yes, there are excellent free video editors out there. Make sure to watch this full-screen and crank up the volume:

May I also suggest three very good freeware video editor programs, Freemake, FileLab, or VSDC? Each is safe, fully functioning, no watermarks, will not ask for money, and are recent releases that are HD capable. Take your pick:
