Robin, please don't use abbreviations which are not used everyday by ordinary people. At first glance I thought your brother-in-law had a boa (constrictor) over MIL (ha, ha) head.
With a power of attorney you CANNOT change a will, especially not in your own favor. A will must go thru probate to settle the estate. From your description your husband's brother is a louse and guilty of fraud and theft. Now it's time to see an attorney to enforce your rights in court, to get an accounting of assets and possibly have him replaced as the executor of the real will. Call your local County Bar Association, they usually offer a cheap initial consultation with a specialist attorney, say $50-100 for a half hour or an hour. Good luck.
