I got a new desktop and i want to transfer all my dfiles to the new one(Best Buy is gonna do it for me for 80$) and I have office 2003 on there.. will that transfer over or do i have to buy a whole new CD?

You have to buy a whole new CD, may as well upgrade to office 2010 while your at it.
You cannot transfer your MS Office 2003. It has to be installed from a CD or installer file. If you lost it then search the net for MS Office 2003 installer but register it using the same product key that's on your old computer. To get the product key from the old computer, run this:

As for your other files, you can run the Windows Easy Transfer program that's built-in to the OS or simply copy them using Windows Explorer and save them to a flash drive or external hard drive.
You can also connect both computers to the same workgroup and enable file sharing:

By the way, if you cannot find an MS Office 2003 installer anymore, just use the free alternative:
http://www.libreoffice.org/
It's compatible with MS Office files.
