Start> Control Panel> Network and Internet Connections> Internet Options> Connections tab>
LAN Settings> Make sure there is no check mark in the box next to Use a Proxy Server for your
LAN (If there IS a check mark, click the box to uncheck it)> Make sure there is no check mark
in Automatically Detect Settings> click OK.
You might have get there by going to Start> Settings> Control Panel....
If that doesn't work, try this:
Start> Control Panel> Network and Internet Connections> Internet Options> Advanced tab> where it says Reset Internet Explorer Settings, click on Reset> click on OK.
Something is refusing connections between you and the internet. Check the firewall settings on your computer first, then any routers you have. If all else fails, call your ISP: they may be the source of the problem.
