Yeah, I recently did a re-configuration of my Toshiba Satellite (Windows 7 Operating System) and it is trying to re-start and install everything, and to do so it needs to restart. But everytime I try and either let it restart properly, or try to shut it down properly, it just sits there, it'll go to the black screen, and then not shut down.
Update:*I tried taking the battery out, and checking for performance issues but both of them didn't work. And safe mode is unfortunately the only mode I can get it on, or I would set up a restore point and try to bypass the problem by doing that. (I wouldn't care if it just didn't restart/shut down normally, it's that everytime it tries to re-configure, it will have to restart, then will sit there, I manually turn it off, then it starts up again and has to restart again.)

if you need to fully shut it down and it wont, unplug your charger then disconnect your battery boot it back up in safe mode and then check for errors.
