Try re-seating the drive. Find a small screwdriver, pull it out, put it back. I called Dell and they will tell you to do the same thing. It Worked for me.

You should first under stand what does Booting actually means,

Booting is actually the process of loading any operating system (like windows, linux etc) from your harddisk (or any other storage media) which enables you to use your laptop or computer.

no bootable device means that there is no storage device (hard disk , flash etc) which has OS in it. As OS are usually in hard disk and also your hard disk short test DST has been failed. it means your hard disk has actually failed.

You may need to replace it. Goto any computer hardware of Dell outlet and ask them out.

This has nothing to do with your wireless network. Its a physical hardware problem with the laptop. Your HD and/or Operating System may be corrupted. You might need to do a reinstall of windows from a recovery disk.
