It depends on the gender of the person you want to address the sentence to.
If it's a girl / woman : Grazie mille (or tante grazie) mia cara amica- sei la migliore- ti voglio bene"
if it's a boy / man : Grazie mille mio caro amico - sei il migliore - ti voglio bene".
ADDED - Previous Kelly's answer is also correct (it can be even "cara amica mia") but just if it's addressed to a girl / woman. However don't use her pronounciation ...it's horrible.

grazie mille = thanks thousand
cara amica mia = dear friend mine
(tu) sei grande = (you) are great
(io) ti voglio bene = (I) you want well
"Ti voglio bene" is the "I love you" for friends in Italian. "Ti amo" is only used for lovers, so I didn't put that. :)
