Ok so heres the deal. Somehow Explorer got corrupted and Norton decided (no this is not my comp) to delete it.
So under tasks I have no "explorer.exe" running and thus, the background is the only thing that loads on my computer. I can also use task manager to navigate and view the registry. Before you go and google "this question" please take into consideration ive already tried these methods
*most of the stuff in REGEDIT involving deleting explorer, restarting it etc etc.
*Microsoft file verification tool
As it stands I cannot even locate a valid explorer file and have spent way too long trying to figure this out and need some help. I would be eternally grateful to anyone who can help, thanks
Update:*system restore was disabled
* at the moment i do not have acess to a similar console

The problem is that your explorer.exe file was infected with a virus and while Norton is trying to clean it it has deleted the whole file.
Try SYSTEM RESTORE.
I think an easy way to keep your computer from running Slow is to install a PC protector or cleaning, according to my personal experience, Tuneup360 is good choice, and your computer takes only 30 sec to start up if you have it!!!
can you download it from another unit? like what your using now
you can go to windows home page and download it or try tyring iexplore or internet exployer in any online search window and download a copy
