as if we do cert 3 in children services and then do diploma(2 yrs) is that possible that we can get pr in Australia or after diploma we need to degree

You can only hope to eventually get PR in Australia if your occupation is listed on Schedule 3 (the Skilled Occupations List - the SOL); Schedule 4 (the list of occupations eligible for state sponsorship) or the ENSOL (the list of occupations eligible for permanent employer sponsored visas. In each case, you must have your qualifications assessed by the body responsible for assessment of your nominated occupation before you can lodge a visa application.
I'm not sure what occupation a Children's Services worker would nominate (Social Worker perhaps?), so you should first of all check to see if your occupation is listed and then check the required qualifications on the ASRI list - I strongly suspect that you will need a specialised degree and relevant work experience.

The social worker on the list requires a 4 year Bachelor of Social Work degree - not a TAFE certificate , so that qualification will not allow to apply for PR under that profession.
