So i just got GTA IV on my DELL XP5 CORE i5 and i wanted to know why it comes up with NEED TO HAVE SERVICE PACK1 OR HIGHER TO PROCEED? How come it does that?

Its about your operating system , it needs SP1 version or higher of the OS you are using.
I take it you have windows 7 on your laptop... Just upgrade to Windows 7 service pack 1 and you are good to go... The minimum system specs for GTA IV as regards operating system is Windows XP SP3, Vista SP1 or Windows 7 SP1... If you are running Windows 8 (much more user friendly than 7 by the way) just install the latest OS updates (which by the way is 360-380MB)...
That error means your Windows needs an update. You're probably using Windows XP. Get service pack 3 and install it.
