I would go with sky attack and dragon claw, it'll add more variety to your pokemon's moves

Ice beam is a good move to teach it too! Great against Dragon type and Flying!

Go for dragon claw(more powerful especially with it's physical attack)

Scrap perish song because it's too slow and you altaria or other pokemon will die with the ability soundproof

If you delete perish song then you can put in both draco meteor and sky attack in
