Ok my comp specs before anything are 1.5G ram, Hard Drive Space left is 13G, and running Radeon 9200 Series Graphics Card. My OS is Windows XP Pro SP3. My problem is that everytime i am watching a video whether its dled and on my hard drive or it is streaming online it always has a moment where it with freeze for like 10sec or less and then come back. You can sometimes still hear the sounds as its freezing but the video will be frozen. Then when it comes back the stuff in the video goes like 2x the speed then catches back up with the time in the video and plays normally. I have ran virus scans spy bot scans boot scans cc cleaner and many other things but cant seem to fix it if someone has the answer i would rly appreciate it.

What kind of video is this? HD? You didn't mention your processor speed or the software you are using to playback your video. I can tell you that any HD video will require some processing power, and at 1.5GB of RAM you are kinda stifling Windows, but eh.
Try disabling all startup items by using MSCONFIG from the start menu\RUN command. Disable all non-Microsoft services and reboot. Then try replaying the video and see if you still get something. BTW, if you've never used MSCONFIG just be careful with what you touch. It is pretty intuitive if you just read.
