There's no longer such a thing as a free puppy. Even if someone picks up a stray, they will want a little money for it. You're never going to find a free puppy but you can find free older dogs, typically over the age of twelve or thirteen who are going to die soon. Just cough up the $175 at your local rescue and take home a mixed breed. Or you can find $1000 for a purebred from a breeder.
Can't say I can help you but I must say I do get annoyed with people looking for free puppies.Makes me wary of them.Not to mention PA is a big puppy mill state that is why I would question wanting free puppies.
Good luck trying to find a full blood lab for free. 16 years ago my neighbor found one abandoned in the wal mart parking lot(may not have been full blood, then again maybe she was) and I ended up with her, she was the best dog(she passed away this past march). Maybe you might have some luck and find one abandoned. They are good dogs. Search online using the search engines but beware of scammers wanting money using money gram or western union.
If you cannot afford to buy the dog, you certainly cannot afford to pay for it's upkeep. A free dog is usually more costly in the end. Look for a rescue organization.
