Maybe try using a waterproof kind? They definitely last longer than normal types and a good waterproof makeup remover will be able to remove the mascara at the end of the day with no problems.

Try putting on two coats, that usually works for me. If it doesn't, try the primer, but I'm not so sure how much it will help..
