I hate the terms "popular" and "normal". Who decided who was who? Where was I when these descisions were being made? How come no one left a message on my answering machine about it?

The one with good grades should be the student council president, but seeing how kids give into peer pressure and stuff I bet that the popular girl would win, which is really wrong. But you should run for president, maybe the kids at your school are smart and will vote for you, good luck.
