Is your Inspiron 570 the standard minitower, and not the slimline 570s?
If you have a regular tower then yes, the Radeon HD 6570 will work fine. You can even install the slightly faster Radeon HD 6670 1GB.

Both the 6570 and 6670 are low-power consumption cards which draw less than 65 watts maximum. So they run fine on Dell's factory 300 watt power supplies. Although the manufacturer's specs state a 400 watt power supply, that's inflated above what those cards really need. Their actual power draw is slightly lower than the GeForce GT 440, which has an official requirement of 300 watts.
Also, Dell's factory PSUs are slightly better than average. Dell rates them for maximum sustained output, not peak output.
You'll see a nice increase with a 6570 or 6670 but if you can afford $100, grab the Radeon HD 7750 instead. It's much faster (capable of playing SWTOR and D3 on high settings) and draws even less power.
