It's all just a load of bullshit.
I project. Projecting to a friend is doable, but there are a lot of random factors in the way that scupper most deliberate attempts. If he's projecting to you with any consistency it's more likely that he's doing so unconsciously, as an accidental byproduct of liking you.
A person being visited typically forgets the whole thing. They're not consciously projecting themselves, so the episode is no weirder or more memorable from their perspective than another other random snippet of dream that gets forgotten by the truckload each night. What's significant in your question is that the experiences being described are yours, not his. You're the conscious one.
People drift slightly out of their bodies each night to recharge. Best guess is that you're idly noticing him during your drifting time, and it's reminding you of projection. Thinking about projection mid-projection has rather a lot in common with having a conscious projection. In this sense, you're the projector and he's the dreamer.
There's a very simple way to find out: ask him what the dream was about. Don't answer any of his questions or respond to him in any way, because you may give him clues as to what the dream was about. In fact, don't even be in the same room with him. Leave the room and have him write down what he thinks your dream was about. And, his description must have details - not just "you had an out-of-body experience".
I'm betting he won't have the first clue as to what your dream was about.

Doubtfull...
Think of a way of falsifying the claim.
Many people who claim to astral project cannot report simple things, like playing cards face up on top of lights, or other high surfaces.
Also, this is your dream, don't tell the guy about the dream, and see if he reports being in your dream. Or bait him with a false story, and if he agrees, then he wasn't there because it is false, etc.

Your friend is either lying or delusional. Find out which before he asks for money.
It happens.
You are right to doubt.
