My neighbor put up a do it yourself fence without surveying their property.
The fence appears to be over the property line into my yard because my neighbor dug up one of my shrubs that were planted on my side of the old fence.
When your neighbor builds a fence is there a tolerance when they measure the property line?
Who do I call or what do I do?

Technically, there is zero tolerance in measuring for a fence, so it is quite customary to build a fence six inches inside the line that you believe to be correct, so that you can be off by six inches. If the fence is in your yard and you are willing to put your money where your mouth is, you may tear down the portion on your yard with no notice. That's not practical, though. If you want to find out for sure, you could find the buried corner stakes or call a surveyor. If it bothers you, ask neighbor to move it.
I would check with your jurisdiction, see if any required permits that were needed were obtained. Sounds petty to me also, but considering they did not follow existing fence line I think I might be upset as well.
