CA financial aid repayment?

Ok so two semesters ago, I was attending a community college in Ca. Now I am at a four year university. So about a month ago, I saw that my university was putting a hold on my enrollment for th new semester because I owed some money. After contacting them, I found out that while I was attending the community college, I didn't complete my FAFSA so I needed to repay the financial aid I was given at that college for two semesters.

So I contacted the college and was told about two different amounts and I was told I had been sent to collections with the department of education and I had to contact them. So the very next day I did, but apparently there was only one amount due, not two. So I payed it of. I waited a couple and then I called the college to see if everything had been cleared out. They said that they did receive a fax letting them know about the payment but they said I still need the other amount paid which is approximately $400. So once again I called the Dept of education but I am told that my amount has been paid in full so I try explaining to them what the college financial aid office tells me but they say they cant do anything about it because I have paid in full. So then I keep calling the financial aid office at that college and they tell me I need to pay that before they clear everything with the university that I am currently attending. So I offer the college my payment but they tell me i have to take care of it with the dept of education.

I honestly don't know what to do, I'm trying to make the payment but no one wants to take it. I wouldn't go through such a hassle except that I can't enroll in new classes until that is all cleared out.
