Its an old HP d4790y with a dual core e6400 processor clocked at 2.13 GHz and an Asus p5bw-la motherboard.
It has a 350 watt power supply and sooner or later everything will be upgraded including the mobo CPU and PSU, I am not concerned about bottlenecking because I would never be able to use this card fully in this system anyway, I am just looking for a cheap card ($150 on eBay) that I can use to run dx11 games and play games past 30 fps on low
I just really need to know whether or not the PSU can Handel it at about 50%

The 350 watt psu don't really have the right pci-e power pins at least one 6 and one 8 pci-e power pin to power up the amd hd 7970, look for a gtx 750 ti doesn't require any pci-e power pins and can run off a 350 watt psu
I would try and pick up a second hand ATI5670 or SAPHIRE 5850 extreme from ebay as long as you have a pci-e v 1.1 slot. If you only have agp slot then a gt6600-6800.

Please be aware that only the older AMD/ATI cards 4xxxx series work in older motherboards with pci version 1 slots like the dells. All the older nvidia cards should be fine
The PSU will not handle a 7970.
