Just use a pH testing device, if you have one, but they are really expensive. Just put a drop of the first solution into the machine and it will tell you the pH. Then put a drop of the other one in and just compare the numbers.
sometimes you can determine that by taste!! but only if it is safe to ingest!!! if it is a bitter taste than it is a base ( like shampoo or soup) and if it is a sour taste then it is an acid ( like vinegar or lemon juice). i dont know if thats what you were looking for, but i hope it helps.

if u at least have the pH number u can just use that. like a one is a strong acid and a 14 is a strong base. idk if that helps
