OK, I *know* this is a silly thing but it still bugs me. Whenever I empty the recycle bin the icon remains full until I right click and hit "refresh". Only then will it turn empty. Why is this? I've already looked and the refresh rate is set at 60, which is the only option I seem to have.

It's might be of some file corruption in Vista or you having low memory that it takes much time for the OS to refresh it's desktop automatically. I'm guessing that you emptied Recycle Bin with a right click on it's desktop icon & then choose empty. Well, there's another method to empty recycle bin. Just enter into Recycle Bin, by double clicking it's icon & then selecting empty from there & close the window, return to the desktop. Now the Recycle Bin Icon might been empty on the desktop. If your deleted items don't want to be in Recycle Bin & Should be deleted straight, press 'Shift + Delete' when deleting items. This will delete the items permanently without going to Recycle Bin (Though you can recover them later on by recovery softwares such as 'Recuva' from www.recuva.com)
The refresh rate is not software related, it's hardware related. It's the no of times that your monitor refreshes the picture in a second or in other words 'MONITOR BLINKS OR REFRESHES 60 TIMES IN A SECOND'. This option has nothing to do with your Recycle Bin problem

depending on how much is in sometimes it take a while. Also if you have not a lot of RAm it doesn't know that it happen until you hit refresh.
Interesting... I've never expericed that. I would guess there are hidden files or something in the trash.
