You just need to be a teenager. This is what is on Royal Caribbeans' web site about "Fuel":

"Meet up with friends at our teen-only lounges. The Living Room is a laid-back place you can just hang with your new friends. And Fuel is the place where the party is. Open 'til 2 a.m., you can dance, listen to music, or just hang out there. Or take it outside to a private outdoor area just for teens!"

they split you up in age groups the teens are considered between the ages of 12-17 but then that group is split up again. 12-14 and 15-17 you have to be in the 15-17 group to get into fuel! Hope i helped!!~
