When seeking employment with USPS, and took a test you get a letter that says on the top

It says basic ratings and final ratings are the identical at low 70s.
What does this mean, and what's my chance of getting an interview with this letter in Washington Metropolitan Area?

Well Basic Rating is your score from taking the test and Final rating would add in any veterans points and/or disabled veteran points. If you haven't served in the armed forces your score would be identical. Your chances to get an interview depend on your score low 70's is very doubtful. I'd suggest taking it againas soon as possible. 70 is passing but I would think you would at least need to be in mid 80's to be competitive as some will be getting veterans points added. Don't give up though.
It means you past the first phase of screening. It helps to eliminate those to see who can past the next phase. If you don't have anymore phases of the process, more likely you'll be ranked by the score you received to being hired on. I encourage you to go back and ask to retake the test for a better score. They are more likely to retest other candidates and since you scored a 70 others in the future may score higher.
