Almost all police vehicles are equipped with fixed cameras, but sometimes can not work..

It is not standard equipment, but more and more departments are turning to their use. This is the difference in our policing system versus others like in England.
All of our police agencies operate independently and have the discretion as to how to use their budgets. They are not centrally controlled by one higher agency and can largely make up their own SOP's. In places like England, they have the London Metropolitan Police which is like a national police force. All officers and stations throughout the country get the same training, same equipment, and operate in the exact same way and by the same regulations.
There are arguments on both sides as to which is better as both have their advantages and disadvantages.
And there is no "range" to a camera as it is whatever the camera can see. Usually they just look straight out from the front windshield and capture whatever is in front. Also, nearly every department that uses vehicle cameras use different makes and models as there is no single standard camera for use. The departments all shop separately for their equipment.
No they are not standard equipment. The department has to budget to get the cameras and not all departments have enough extra money for the cameras.*
Some companies will provide what equipment is requested and paid for.
My department will purchase a basic "police package" and then go to the local area to have the lights, siren, and related equipment installed.
Most if not all police cars at my department are issued with video cameras.
I CANT SAY FOR ALL CAMERA'S IN THE USA......
BUT MORE AND MORE COP CARS NOT ONLY HAVE THEM TO SHOW THE FRONT.......( NOT MUCH RANGE TO THE SIDES - BUT THAT MIGHT CHANGE.........)
TO HAVING A CAMERA SHOWING PERSONS IN THE BACK SEAT OF THE CAR........
THIS HAS BEEN A GOD SEND TO THE COPS WHO ARE ACCUSED OF RAPE OR SEXUAL ASSUALT............
THERE IS EVEN TALK IN THE FUTURE OF COPS HAVING CAMERAS ON THEM....................
