A handy man fitted fitted a Ceiling light LED/halogen design lamp yesterday in my living room with a 400 watt dimmer 2 way gang switch. One of the switch controls the spot lights and the other controls this ceiling light. I am hearing a buzzing sound from the ceiling light when lit. What's going on here? A friend tells me that perhaps the dimmer switch is not powerful enough for the ceiling light. Help needed ASAP.

Check the manufactures web site for the filter that goes with. Stores don't stock them because they aren't needed if operated off a switch only, and because most folks don't notice or put up with the buzzing sound. And because if customers saw that they might need to spend an additional $30 or more in order to use that light they would be less likely to purchase it.
Also you may not have the correct/matching dimmer. It must be rated for that application. Since I have never heard of a 400 watt dimmer I think that is a possibility. To my knowledge dimmers come in 600, 1000, 1200, 1500 and 2000 watts.
I have run into both of these problems when installing the flat, flexible track lights.
A light fitting is rarely LED and Halogen.
I suspect that your ceiling light isn't suitable with that dimmer. A proportion of ELV (12V) are not suitable for dimming.
Call the handy man back to see what he thinks about it. An I think sometimes SOME types on lights buzz..but not very loud. Just buzzes...ha
halogen bulbs can buzz if their running on below normal voltage which they will be if the dimmer is set to less than full on. Try different bulb/s.
Its possible that there is a loose connection somewhere! Call him to come back and check everything out! Till then I would not use it. Better safe than sorry!
