I lived in NC for part of 2013 (about 4 months, on and off) and in CA for part of 2013 (about 8 months), but was back in NC on 12/31/13.
When living in CA, I did not work for a CA company (I work online and earn a living through royalties, investments, and a small self proprietorship), nor did I take steps to become a CA resident (no change of mailing address, no change of driver's license/car registration, no change of voter registration, etc., I wasn't sure that I was going to stay in CA, and I only decided in early 2014 to become a CA resident).
My question is: For 2013, do I need to file both a CA and an NC tax return? And if so, how would I file (Nonresident? Resident? Part time?)

No. File 2013 in North Carolina. In 2014 you can file Part year.
Remember to get new license plates as well as drivers license and register to vote when you get to California permanently. And change your mailing address with the USPS.

you need to file a CA NR on all your income, you enter the number of days you were in Calif. as a non resident and are taxed on that amount of income
