All circles are proportional just as all squares are proportional. All circles are similar, though not congruent. However, if you want to draw a perfect circle, use a compass or a template. I would think it is better to use a compass since you can change the size at whim.

What is the definition for porportinal? I am not familiar with this word. Is it from another language?
If you dont have a compass, use a stick pin and string.
tie the string toghether at both ends, place on pin and other end place pencil. and draw around pin.
Place another pin inside the string to make elipse's
