I have a Orion hcca 12.4 sub and wondering what kind of enclosure I should use should I go with the sub recommendations and if I go with the sub recommendations will I get the most bass out of that sub

And to reply to sparky \/ down there those figures are the manufacturers spec. They are the external box dimensions, using 1 inch thick mdf (also manufacturers spec) leaving an internal space of approx. 2 cubic feet and 1.5 cubic feet respectively.
A pro installer would make a box depending on what sound you were looking for and what car you were putting it in.
There are no set sizes for boxes and there are plenty of different types you can buy or build.

Would you put a 15 inch tires on a 13 inch rim? No, you would use the recommended size tire.
The reason they make recomendations is because it's going to give the best performance.
