I was thinking about purchasing a hand gun for target shooting. I'm aware that there is a waiting period when you are buying from stores, but that is not the case when you are purchasing from private sellers (gun show or let's say a friend), correct? When you do purchase the gun, would you have to register it somewhere? I'm not planning on getting a concealed carry permit as I see no use for carrying a handgun, but any information on that would be appriciated also.

There is no registration or permit required to purchase and/or own a gun in Wisconsin so long as you are 18 (or 21 for handguns I believe). All you would need to buy it at a gun shop would be a drivers license and they would run a background check. There is a 48 hour waiting period for most sales in Wisconsin, unsure about private sales though. But private sales should be okay in Wisconsin seeing as there is no registration of guns, so long as you are not a prohibited possessor of a firearm
Obviously if you don't have a permit to carry a concealed weapon you would probably want to keep it locked up while transporting it for target shooting. Open carry is generally lawful in Wisconsin, with the exception of doing so in your car (and of course schools, bars, government buildings etc). If you wanted to carry loaded in your car, get the concealed weapons permit.
