Both have about the same ease of use and picture quality. In general, the D3000 is the Xs, just in a different body and it lacks AF and Live view, if that is important to you.
Really, if you are deciding between the two, would be to go to a camera store and hold each one and see which one feels better in your hand.
But out of the two, spec and feature wise, if I already did not own a Nikon, I would chose the Canon.
Although I am definitely a Nikon guy.. when it comes to the D3000 vs Rebel XS debate I got to go for the Rebel. The picture quality on both is about the same but when it comes to the motor for auto focus and live view and such (like stated above).
Since I own a Rebel XS I can speak to it but not the Nikon. This is an excellent camera. I've had mine for over a year and I'm getting the results I want. Knowing exactly how to set it up helps as well.
If you've never used one of these cameras there's some learning to do.
Personally I would go with Nikon D3000. It is very easy to use with Nikon Guide Mode and take good sharp image with more 11 point auto focus. How ever Nikon D3000 does not come with Live view Function to view subject on lcd monitor so if you mind that then Canon Rebel XS is your choice.

The D3000 has no AF motor, so not all lenses will auto focus, and it has no Live View.
The XS has both, at same price.
